Q: What does "properly exposed" really mean?

Properly exposed means everything is in spec and the proof is fine-tuned to customer satisfaction. To gauge proper exposure, use a gray scale, hard dot scale, and soft dot scale. The gray scale will give an approximate measurement of the amount of UV (ultraviolet) exposure coming through to the material. The hard dot scale will tell you whether the material is functioning within spec for image quality. The soft dot scale will allow you to fine-tune the proof to reproduce more accurately the characteristics of imagesetting film.
